Sandy Moore is a distinguished pet industry leader with more than three decades of experience in aquatics, sustainability, policy, and organizational growth. In July 2025, she was named Chief Executive Officer of the Pet Advocacy Network, where she leads national efforts to support responsible pet ownership and the professionals who serve pets and their families.
Moore began her career in 1992 at Segrest Farms, one of the world’s largest ornamental fish wholesalers. Over the course of her career there, she served in nearly every area of the company before being named President in 2015 and later President of New Business Development in 2024. During her tenure, she helped guide the company through significant growth, strategic acquisitions, and the development of best management practices that became industry standards.
In addition to her leadership at Segrest, Moore has played an active role in shaping the pet industry through board service and policy engagement. She has served on the Board of Directors of the Pet Advocacy Network since 2009 and has co-chaired both the Aquatic Committee and Government Affairs Committee.
Her career reflects a strong commitment to animal welfare, responsible pet care, sustainability, and supporting the future of the pet industry.
Bernadette Juarez is a mission‑oriented executive with a diverse portfolio in agricultural leadership and a career devoted to public service. Known for quickly mastering complex issues, fostering collaboration, and driving initiatives across the finish line, Ms. Juarez has built a strong reputation for results‑focused leadership across multiple USDA programs.
In July 2025, Ms. Juarez was appointed Deputy Administrator for Animal Care at the U.S. Department of Agriculture’s Animal and Plant Health Inspection Service (APHIS). In this role, she oversees the administration and enforcement of two major Federal animal protection laws—the Animal Welfare Act and the Horse Protection Act—and leads the agency’s efforts in directing policy, enforcement strategy, and operational priorities to ensure the humane treatment and care of animals across a wide range of industries.
Before assuming this role, Ms. Juarez served as the Deputy Administrator for USDA’s Biotechnology Regulatory Services (BRS), where she provided leadership to ensure the safe development and use of organisms produced through genetic engineering. In that capacity, she helped advance science‑based regulatory approaches and strengthen national biotechnology oversight.
Prior to leading BRS, Ms. Juarez served as Deputy Administrator for APHIS Animal Care, overseeing the same program she now leads, and also previously served as the Director of Investigative and Enforcement Services (IES), where she supervised investigations and enforcement actions supporting APHIS programs nationwide. Earlier in her Federal career, Mrs. Juarez served as a trial attorney in USDA’s Office of the General Counsel, advising on complex enforcement matters and representing the agency in administrative and judicial proceedings.
Stacy Mason is a third-generation dog fancier and the first to serve as an AKC Senior Breeder Field Representative. Her career spans a wide range of experience, including work as a veterinary technician, small animal dietitian, professional dog handler and trainer, grooming shop owner, and AKC-licensed judge.
She has trained dogs in search and rescue, cadaver detection, agility, rally obedience, tracking, and protection work. After retiring from law enforcement in 2004, she joined the American Kennel Club as an investigator and inspector, officially becoming a Senior Breeder Field Representative in 2006.
In addition to her AKC work, Stacy regularly attends breeder education events across the country—often speaking, hosting booths, and engaging directly with the community. One of her favorite parts of the job is visiting with breeders one-on-one, and she’s proud to call many of you friends.
